DOT Force : Final Report of Team 4: Enterprise and Entrepeneurship

The implementation team of the Digital Opportunity Task Force (DOT Force) dealing with Action Point 4, to foster enterprise, jobs and entrepreneurship, presented its final report to the G8 summit in Kananaskis (Canada) from 25 – 28 June 2002. Created in the fourth quarter of 2000, the DOT Force set for itself certain Action Points, and within an Implementation Framework established a team for each point (see DOT Force and the Genoa Plan of Action).

Achievements:

The Enterprise and Entrepreneurship team has developed a model for a new organisation entitled the DOT Force Entrepreneurial Network ("DFEN"). The aim of the DFEN will be to support entrepreneurs and enterprises that are maximisingmaximizing the business use and societal impact of ICT and are therefore helping drive wider take-up of digital opportunities. The DFEN will ensure support in three sections:

1) Business and Technology Support: The DFEN will connect Small and Medium Enterprises ("SMEs") with global organisationsorganizations, local Entrepreneur Support Organizations ("ESO"), ("NGOs") and others to provide them with access to expertise, knowledge, new markets and supply networks that they would ordinarily not be able to achieve. Coaching, mentoring and incubation will also be available.

2) Capital: The DFEN will bring a focus on SME's and facilitate a greater flexibility to consider somewhat smaller non-standard opportunities for lending as opposed to the more traditional asset- backed, cash flow lending that regularly takes place.

3) A New Perspective on Policy Advice: The DFEN will empower entrepreneurs to take the lead in shaping policy environments in which they operate by giving them an effective voice at the policy table.’
